Responses to the Data Burden report

Learning and Skills Council

The LSC’s response (and action plan) to the Data Burden Study was tabled at the information authority’s Board meeting on 1 October 2008. It was agreed that accountability needed to be taken at a high level within the LSC to address the issues raised in the Data Burden Study, and that the LSC would nominate a senior officer to take ownership of the issue and work on solutions with the information authority.

The Board noted that it would like to see progress against an agreed action plan, which the Head of the information authority agreed to work with the nominated LSC officer to resolve.

It was felt by the Board that now would be an ideal time to resolve the issues raised in the report in preparation for the set up of the successor bodies to the LSC.

The Data Service

The Data Service welcomed the findings of the information authority’s Data Burden Study and has already begun to introduce data collection, data dissemination, data analysis, and management information efficiency improvements that will address some of the issues highlighted.

A review of all Data Service systems is underway and will be completed in the first quarter of 2009 – this review will include consideration of reducing the provider data version.

Through its new service management framework, the Data Service will reduce the provider data burden through effective Service Desk support (which will provide a single point of contact for all provider data support incidents and requests), open and transparent services, and service levels and data collection systems that are available when needed.
