Developing the 2013/14 Individualised Learner Record (ILR)

We are taking a different approach to developing the ILR Specification this year. In previous years we have used the existing specification as the starting point and asked the Further Education and Skills Sector if there were any changes you wanted to see.

For 2013/14 we started afresh, by introducing data categories and identifiying a set of specific items that will be collected as 'core data'. Core data is the basic data that needs to be collected about a provider, a learner and the type of learning they are undertaking. The same data would need to be collected irrespective of further education policy and so should remain constant even if funding policy changes.

Any additional data that your organisation requires (such as that needed to support policy) must be submitted as a Request for Collection with a supporting business case. There is no need to request provider specified fields as they will be included in the 2013/14 ILR.

All data collection requests must reach us by 5:00pm on 22 June 2012. No requests will be accepted after the closing date.

UK Provider Reference Numbers (UKPRNs) have been categorised as core data to be collected about each provider. Any additional data about the provider, such as name or address will be obtained from the UK Register of Learning Providers (UKRLP). The UPIN will be withdrawn from 2012/13 and will no longer be collected on the ILR.

You can request changes to the list of core data items (as per the ILR specification for 2012/13) by submitting a Request for Collection using the Request for Collection form.

Changes to the 2012/13 ILR

We received 34 requests to make changes to the 2012/13 Individualised Learner Record (ILR). The 2012/13 ILR specification has now been published.

On the 28 September 2011, our board met to consider requests for change to the 2012/13 ILR specification. The majority of the secretariat’s recommendations were agreed and a summary of those decisions is available below.
