Reporting for FE NVQs that were FE-funded prior to 2008/09
At the recent College Information Group meeting hosted by the information authority, the ssues was raised as to how NVQs that were FE-funded in 2007/08 and continued into 2008/09 were being handled by the Learner Responsive (LR) and Train to Gain (TtG) success rate methodologies.
The problem seems to arise from the existing methodology that assumed that all FE NVQs coded in pre=2008/09 as taking place fully or partly in the workplace would automatically transfer to the Employer Responsive (ER) funding stream, and would therefore become a part of the overall TtG provision for 2008/09. Whilst generally true, this is not universally the case. This has led to:
- TtG success rates being artificially depressed because the ER software is looking for learners what were not actually transferred
- Some duplicate learners on LR and ER ILRs.
To resolve this issue, the methodology had to be amended to ensure that appropriate ILR records were counted only once in the appropriate success rate calculation (removing any double-counting). For this to happen, the software needs to make assumptions about where to count the learning aims and follow a range of scenarios - this is not a perfect solution, but the problem has to be resolved as best it could be for the final success rate figures for the year, whilst ensuring that the fix does not detrimentally affect a provider's TtG success rate. As this issue only relates to learning aims that started before 2008/09, it is a diminishing cohort that will complete in due course, and cease to be an issue.
Scenarios
All historic ILR learning aim data (previous to 2008/09) which referred to FE-funded NVQs for adults delivered in the workplace and defined using information in the ILR records where A18 = 12, 13, 15, 16, 22 or 23 has been transferred across to the historic information used in calculating the 2008/09 TtG success rate.
1. Where there is a corresponding ILR record within TtG for 2008/09, this learning aim will be used in the calculation of 2008/09 TtG success rates (and subsequent years, where the planned end date is after 2008/09).
2. Where there is not a corresponding ILR record within TtG for 2008/09 AND the historic ILR information shows an actual end date prior to 2008/09 ABD the planned end date is within 2008/09 (or beyond), the TtG success rate will capture this early withdrawal or acievement accordingly.
3. Where there is nor a corresponding ILR record within TtG for 2008/09 AND the learning aim is being continued beyond 2007/08 AND the latest historic ILR information shows A18 = 12 or 13, the learning aim will be included in the cohort of planned learners/ achievers for the TtG success rate for 2008/09 (or beyond), but shown as a non-achievement. The learning aim was delivered in the workplace given the latest information and so is rightly assumed to be ER activity.
4. Where there is not a corresponding ILR record within TtG for 2008/09 AND the learning aim is being continued beyond 2007/08 AND the latest historic ILR information shows A18 = 15 or 16, the learning aim will be excluded from the 2008/09 TtG success rate calculation (or beyond). This will remove any double-counting of the ILR record for 2008/09 has been submitted within Learner Responsive.
