ILR data is collected from providers that are in receipt of any of the following types of funding from the
Skills Funding Agency and the
Young People's Learning Agency - 16-18 Learner Responsive, Adult Learner Responsive, Employer Responsive or Adult Safeguarded Learning - and from providers funded by co-financed European Social Funds (ESF).

Limited ILR documentation dating back to the 2004/05 academic year has been migrated to these pages from the Learning and Skills Council's website. If you need any further documents that have not been republished, please email
cst@theia.org.uk.
The most important of these documents is the ILR Specification, which includes detailed information about what data is being requested, and the format used to return it.
The downloadable documents are saved in either Adobe PDF or Microsoft Office 2003. Due to the large size of some documents, it has been necessary to compress them using WinZip.
