Version 4 of the XML Schema Definitions

Version 4 of the XML Schema Definitions (XSD) for the 2011/12 single ILR has been published.
The following changes have been made in this version:
- Length of string fields restricted.
- Total digits property and patterns added to numeric fields to restrict field length and prevent leading or trailing zeros in excess of field length.
