Outcomes from the information authority board meeting - 10 June 09

The information authority board met on 10 June 2009 to agree decisions that will impact on data quality and standards across the FE and training system, and to receive updates from partners.

Key outcomes:

Individualised learner record (ILR):

  • The board agreed that the hard close date for final learner responsive ILR data (F05) should be 15 January 2010 for 2008/09 data and 22 November 2010 for 2009/10 data. The need for contingency planning for the 2009/10 data was also agreed.
  • The secretariat also updated the board on requests for changes to the ILR 2010/11. To date, there has been one formal change request received for the ILR in 2010/11, which is for earlier submission of the F01 return. The information authority is expecting a number of other requests from the LSC soon. The deadline for change requests is 26 June 2009. 

Reducing the data burden

  • The board has asked the LSC to undertake further work to address the issues identified in the authority’s investigation into the burden of paper learner records - in particular, to consider the use of electronic records and other material as audit evidence.

Harmonisation of success rates

  • Mike Davis from Ofsted  updated the board on the continued work of the Data Harmonisation Group. Their next major piece of work will focus on employer responsiveness success rates based on planned end dates. The board supported the work that has been done so far to align success rates, including the Standard Mapping of Apprenticeship Success Rates and endorsed the continuing efforts of the group.
