Aggregate LR01 data requests from local authorities

The information authority is aware that some providers have been asked to provide their local authority with early aggregate data for the number of learners present on 1 October. The Young People's Learning Agency (YPLA) and Department for Education (DfE) decided not to implement this data return in order to reduce the data collection burden on colleges and providers. Therefore, there is no requirement for learning providers to provide this data.

In general, and to aid simplification and a reduction in bureaucracy, there is a process for learning providers to report unscheduled learner data requests to the information authority so that it can review the requests. However, learning providers are free to decide whether they want to respond to any ad-hoc or unscheduled data requests from local authorities or any other source. The information authority also has a process for organisations to request a new data collection in the further education and training system. In addition, the YPLA will continue to work with local authorities to make certain that they have the data they need to deliver their statutory responsibilities. For instance, the YPLA in the South East established dialogue with local authorities over their needs under the auspices of the regional planning group earlier this year to shape the service of data provided to local authorities in the region. Local authorities should discuss any exceptional or 'one off' data requests with the relevant Senior Advisor at the YPLA. Hopefully these efforts will see a reduction in the number of data requests providers receive from local authorities.
