Withdrawal of the YPLA-funded learner numbers return

In order to reduce the data collection burden on colleges and providers, the Young People's Learning Agency (YPLA) and Department for Education (DfE) have decided not to implement the early YPLA-funded learner numbers return planned for October 2010.
The Department for Children, Schools and Families (DCSF) under the previous government submitted a change request to the information authority to collect early learner numbers to facilitate the National Commissioning Framework and aid planning. In response to this request, the information authority worked with the YPLA to develop the YPLA-funded learner numbers return so that allocations to local authorities and providers could be made earlier.
The decision to withdraw the return has been taken in line with the recent ministerial decision to implement a lagged funding approach, which would make the collection unnecessary.
Therefore, the first Learner Responsive data collection for the 2010/11 academic year will be the LR01 return due on 6 December 2010.
